This seems wrong on so many levels.... 16,000 printers? 5 machines per site?? 10 year contract??? I feel as if a DMS / workflow solution would have saved them so much more.

Xerox will install 16,000 printers
Xerox has landed a 10-year contract with the U.S. Department of Agriculture, worth $110 million. The contract means Xerox will install 16,000 printers and other devices that will use the company's ConnectKey software. ConnectKey allows printing from mobile devices, uploading of documents to cloud storage and other features. Xerox will be installing the software at more than 3,000 USDA sites across the world. Xerox will also provide service and maintenance on the devices once installed.
