Redding, Calif. -- Most people don't put much thought into copy machines until they break. But Shasta County Supervisors spent about 90 minutes Tuesday talking about them.

Up for debate, the county's contract with companies that provide multi-functional devices, machines that copy, print, fax and scan. It's a contract valued at $1.5 million.

A county committee recommended the board accept a bid from Ikon Business Solutions but two companies, one from Redding and another from Chico, protested. A third was upset as well.

"It was very much a disappointment that we didn't have that opportunity to show how we can provide these kind of extreme savings to an organization like we have thought many other organizations," says Chris Scarff of Ray Morgan and Company. All three businesses say they could provide cheaper bids.

In the end supervisors voted 4-1 to have the staff refine the contract agreements then put it out for bid again.

Officials say the bidding process is hard, estimates on how many copies the county makes each month range from 500,000 to 6 million.
