PALESTINE — Anderson County commissioners will be discussing the extension of vacation time for two county departments — that of the tax-assessor collector and the district clerk — when they meet for their regular meeting Monday.

The meeting will take place at 9:30 a.m. in the county courtroom at the Anderson County Courthouse Annex, located at 703 N. Mallard St. in Palestine.

County Tax Assessor-Collector Teri Garvey spoke to Commissioners on Dec. 13 regarding issues with compensation paid to employees who helped County Elections Administrator Casey Brown with the Nov. 2 general election.

According to Garvey, three employees from her department who assisted Brown with the election were paid the election workers’ salary of $8.50 an hour for the time they worked — “shorting” them on their paychecks and, due to the overtime (or comp time) incurred, caused them to lose vacation time taken the following week.

County Auditor Stan Chambers told commissioners that any comp time incurred by employees was priority over vacation time, meaning that those employees still have their vacation time.

But Garvey reported that, due to increased tax collection traffic in December, she would be unable to allow those employees any time off before the end of the year.

County policy, Chambers said, would not allow commissioners to “back pay” those employees, but suggested that their vacation time be extended into next year. The court agreed, but could not formally take action on the issue until Monday’s meeting

Monday’s agenda requests that the county consider extending that vacation time for tax office employees until Feb. 1, 2011, with the district clerk having a separate but similar item for consideration by commissioners.

Also on Monday, commissioners will:

• Consider Xerox lease proposal for a copier for the Juvenile Detention Center and take action as necessary.

• Hear from Kenderdine Insurance Agency to consider and approve renewal of property and liability insurance with Travelers.

• Consider bids for health insurance stop loss coverage and authorize the county judge to sign the contract.

• Consider renewal contract with Blue Cross (third party administrator) for 2011 health insurance plan.

• Hear from the district clerk in regards to requesting that the temporary full-time position that was created to restore documents that were lost due to server failure be changed to a permanent full-time position with no change in the amount of salary and take action as necessary.

• Discuss placing Precinct 3 Commissioner as the supervisor for the County Shop and take action as necessary.

• Discuss the purchase of a mower for Dogwood Park and take action as necessary.

• Consider budget amendments, bills and utilities crossing county roads.
