Unfortunately no. If it is a Quark 3.3 0r 4.1 you could open it in InDesign, but chances are it's a later version. Even if you could open it, unless they did a "Collect for Output" and included the hi res images and fonts, the file is useless. Everything would come out looking very lo res and the fonts would be terrible. You would be better off asking them to shoot you a PDF.
If they use the correct settings for the creation of the PDF, there should be no loss. I worked in prepress for many years, and it is actually starting to become the preferred file format for many print houses because you don't have to screw around with native files and PDFs are quick and easy to impose if you have the proper software.
