Just took a look at the board meeting notes on my lunch.  Looks like Hernandez was the incumbent vendor which gave them an edge when scored for Service Techs/References.  Adjusting their final price by almost  20% seems pretty crazy considering the size of the deal, but based on the district's point system with price only weighing 50% of the decision, Hernandez would've won even if their final offer was adjusted by half that.

I think Function4 pushing Sharp into a Kyocera district when they're a Copystar dealer was a misstep. The district saw tiered color billing as a plus.  Bidding like for like would've given Function4 an extra 5 points on the evaluation for "Meeting Technology Needs" (and they only lost by 4 points on the districts initial decision).

I think this story was a great example showing that contracts aren't always awarded to the lowest bidder.
