Copied Checks OPRA question

Below is an email that I received from a customer in reference to checks that can't be copied because if security. Can anyone help with this?

Can you please provide me with the Federal and/or State Law(s) that prohibits copying the list of documents noted on the new copier. We may need to reference this law when an OPRA Request is filed.
